[WIEN] : FERMI-ENERGY

Hello Martin,
 
the 'zero of energy' in WIEN is defined as the mean value of the potential in the interstitial region - is that your question?
There's no real vacuum in a system with periodic boundary conditions, though of course you can do slab calculations ....
