[Wien] siteconfig does not update C compiler selection

These two Makefile.orig do not have an explicit entry for the C compiler and
thus use the system defaults. I'll change the Makefiles and introduce
CC and a rule for .c.o conversion (see eg. SRC_lapw1/Makefile.orig).
