[Wien] Core level shifts

There were a couple of emails earlier today concerning extracting these
from Wien calculations. Please be aware that the core-levels in case.scfc
are relative to an internal zero potential, NOT an absolute number. To
compare against experimental data you have to do a surface calculation and
correct for the coulomb potential in the vacuum.
