[Wien] ELNES spectra: found

I found the mistake: case.qtl and ISPLIT in case.struct were not
consistent. and I think that initelnes and/or telnes read the ISPLIT value
from case.struct and not from case.qtl as I thought.
so ISPLIT in case.struct and case.qtl must be consinstent
