(Math Kernel Library) necessary for WIEN2k?

No, it isn't. But it can highly increase the speed of your calculations. If
you cannot buy mkl (it's not too expensive), there is ATLAS as a free and
very good alternative.

> If yes! please tell me what should be the path seting for mkl.

The path is to the place where you or your system manager has installed mkl.

See the FAQ http://www.wien2k.at/reg_user/faq/OptimizingWIEN2k.htm on
compilers and libraries (also with the path to ATLAS), especially the
section at the bottom with remarks on installation and paths.
