the parameter "delay" tells lapw?para how often to check for a free 
processor, whereas "sleepy" was introduced to avoid problems with slow NFS 
writes.

As I gather form your writing you run 4 processes on the same machine:

In that case sleepy is not really and could be as small as 0 (or 
1; some implementations don't like zero)

Could it be that your problem is connected with a limit on the CPU time 
usage ?
