As you can read at the download page, you should do these steps:

tar -xvf WIEN2k_05.tar
gunzip *.gz
chmod +x ./expand_lapw
./expand_lapw

and then untar the executables that you download as a separate file in your $WIENROOT. 

No, you don't have to compile in thise way, hence you do not need a fortran compiler.
