[Wien] scissors operator problem!

Dear all:
   I am using the  Wien2k_03 ,I want to calculate the optical properties of 
one case. When I use the scissors operator , the real parts of the 
dielectric tensor is 1 and the imaginary parts is zero, whenever the energy 
value(energy shift) I choice. But if I do not use the scissors operator, 
the real and the imaginary parts of the dielectric tensor is right, I don’
t know what the reason is ,Could you please give some helpful suggestions?
