[Wien] PHON interface

Hi all

 I've written a small and user-hostile interface of WIEN and the PHON program by
Dario Alfe. It can be picked up here:

I've only used PHON for two different systems, so the interface might still have
problems. In general I have liked the PHON program. It's reliable, there's a
good manual, you get the source code and it's FREE
