[Wien] hard coded limits

Most likely you have a case with little symmetry.

The "hidden" limit is that the "number of PW" in clmsum/val vsp,... is
limited to 999999 by a FORMAT statement.

While it is trivial to increase this, it would make the old files
incompatible.

Since I also ran into this problem more and more often, it is on my
todo-list of changes.
