Check:

ls -als /usr/archives/WIEN2k_07/SRC_w2web

Does it have execution permission ?

head /usr/archives/WIEN2k_07/SRC_w2web

it gives some path with perl (#!/usr/bin/perl )
do you have this interpreter ? (ls -als ....)
maybe you typed in something wrong during siteconfig ?
