[Wien] XC potentials in lstart

I consider these "approximate LDAs" "outdated", thus they are not 
documented.
Anyway, in lapw0.F you find a comment for other "non-GGA" potentials:
!     IXCPOT :  = 1 :  JMW SPIN-POLARIZED
!               = 2 :  HL-NEW
!               = 3 :  HL-OLD (FREEMAN)
!               = 4 :  VBH

Check routines   xcener.f and xcpot.f for details.
