Yes, this is the reason why you can't access it.
Please try the following commands.

$ cd $WIENROOT/SRC_w2web/htdocs
$ ln –sf ../../SRC_usersguide_html usersguide

Dear Prof. Blaha and Gerhard,

Thanks for the suggestions.

1. First I did use the distribution and install wien2k by following the instructions as provided in the UG,
i.e., 
tar -xvf wienk_08.tar
gunzip *.gz
./expand_lapw
./siteconfig_lapw

With Prof. Blaha's instruction, I then digged into the subdirectory htdocs inside SRC_w2web
and noticed the following symbolic link

usersguide@ -> /area51/WIEN2k_07/bin9/SRC_usersguide_html

Surely I don't have such a path like   /area51/WIEN2k_07/bin9/.
Is it possible a problem?

Gerhard, how can I correct the path? 
Should I do it in the SRC_w2web directory before initializing w2web 
or in the .w2web directory after the initialization?

Eventually, use "help_lapw" at the command line.
