[Wien] two problems in the WIEN2k web site

Dear Peter,

There are two problems in the WIEN2k web site:

1) There is a permission, a 403 Forbidden
error, to access the following link in the WIEN2k server--chmod is needed to remove the permission.

2) New users encounter the following bug when they would register in the WIEN2k mailinglist:

Bug in Mailman version 2.1.11

We're sorry, we hit a bug!
Please inform the webmaster for this site of this
problem.  Printing of traceback and other system information has been
explicitly inhibited, but the webmaster can find this information in the
Mailman error logs.

Your attention to these problems are highly appreciated.
