[Wien] Fwd: Intel MKL 11.0 update 3 patch update

The patch appears to be completely safe, if this is what you are asking.

I confess that I have not seen any obvious issues, but I do know that
in principle the problems outlined by Intel could be very bad for
Wien2k.
