You should read the following article: ELNES at magic angle conditions by Hébert et al. in Ultramicroscopy 106 (2006) 1139–1143. In particular, it gives the set of reduced incident and collection angles •/•E and •/•E for working in the magic angle conditions, where •E depends on both the acceleration voltage and the edge energy.

For example, the energy loss of K- and L-edge of a Zn atom in ZnS are 9670 and 1043 eV, respectively.
Can one expect the magic angle for K- and L-edge belonged to a Zn atom to be the same?

It's a function of the energy loss.  If the L and K edge belong to different elements and are at approximately the same energy loss, then they will have approximately the same magic angle.

My mean of magic angle is a collection semi-angle in the ELNES spectrum that gives rise to the orientation-independent spectrum.

what do you mean with "magic angle" ?
Do you mean the angle where the second Legendre polynonial vanishes ?
