My guess is that the pdf is loading from cache on your system.

You can google pdf loading from cache [ 
http://lmgtfy.com/?q=pdf+loading+from+cache  ].

Did you try clearing the cache in your web browser or try another web 
browser?

For example:

Or look for usersguide.pdf in the SRC folder of your WIEN2k 16.1 
installation.
