[Wien] Possible makefile bug in 17.1

Dear Wien2k developer,

when selecting the compiler with siteconfig it seems that
the C compiler is not correctly updated for lapwdm.
Although I selected icc, compilation was still performed with cc.

Adding CC = _CC_
to SRC_lapwdm/Makefile.orig
fixes the issue.
