[Wien] Dielectric Constant

Dear Developers and users
I am interested in calculating dielectric constant of several higher oxides. Can I know which component of dielectric constant (electronic or ionic or total) can be calculated by using WIEN2k.?
Also when will you release the new version of WIEN2k?
