[Wien] Severe memory leak with impi 2019

For reference, I just posted a report about a severe memory leak when using
impi 2019 at
https://software.intel.com/en-us/forums/intel-clusters-and-hpc-technology/topic/799987.
Based upon my tests per k-point the memory use can increase by 50%.

Caveat: this may not be general, and could well be specific to my cluster.
