[Wien] Calculate the allowed volume of Emails

Thanks to Mathew Peet for sending the above valuable reply privately to me.
Since this issue may happen also to others, let me report my
understanding. If we use the default of Gmail, the format of context
is Html and this format has a large volume compared to "plain text
mode". Therefore, sometimes the calculated volume of our Emails will
be larger than the allowed volume of the Mailing list, i.e., 40 KB. To
solve this problem, we should change the mode of our Emails to "plain
text mode" instead of the default format of Gmail, i.e., "Html"
format.
