[Wien] Issues with ifort and MKL while installing on Red Hat

Edit: It appears that MKL_TARGET_ARCH is not actually being set during
siteconfig_lapw. I tried manually setting it to intel64 to no avail. It
remains set to this value after running siteconfig_lapw.
