This is a pretty clear message, isn't it ? The program   dstart was not 
found.
Most likely it comes because compilation of dstart (and probably a few 
more programs (lapw2, nlvdw) did not work. I'd expect that it could not 
link the fftw libraries.

Please check the error messages in SRC_dstart (compile.msg) and when you 
rerun siteconfig, reconfigure the fftw libraries properly and recompile.
Do NOT IGNORE   error messages, it must say at the end:   dstart copied ....
