[Wien] Question of bad E(TOP) with no error

Yes, you should run either init -nohdlo -nodstart -prec xx
or (better) you change the HDLO to a HELO:
2 0.30 0.0000 CONT 1
2 0.30 0.0000 CONT 2 the "2" indicates a HDLO. simply change
this to:
2 1.30 0.0000 CONT 1
the value of 1.3 is a "guess", depends on the atom/orbital and EF. It
should be well above EF.
No, don't change "all" 0.3 values, only the second one.

We simply do not search for E-top much above EF, since this could lead to an E-parameter (expansion energy of the radial wavefunction) which is higher than EF and thus in the unoccupied region. Obviously, during scf we are interested on an accurate description of the OCCUPIED states below EF.
