[Wien] Problem in intializing a TiC case file given in manual

Hi Sir/Madam,
Kindly help me to resolve the error/problem " dstart.def failed"
occurred while initializing TiC case as per the instructions given in
manual as to check for system working fine after installing the package.
Could you please help me to resolve the same in step by step or more
elaborative way (detailed steps to check and resolve the error) as I am a
beginner starting with the package. I shall be highly thankful for your
help.
