[Wien] undefined function calls when linking to BLAS/LAPACK

The optimization of lapack routines is not important. The standard
fortran routines provided with WIEN2k are fine. LAPACK calls itself the
blas and all time consuming steps are in blas-calls. So an optimized blas
is the important issue.

It is needed to resolve the getarg subroutine.
