[Wien] mini -command not found

The Makefile should either have the lapack libraries included, or if
you are using the ones which come with Wien2k they need to be in SRC.
I am 99% certain that this was reported recently and fixed, check the
mailing list -- download the version of mini that's on the current web
page.
