[Wien] email functionality in w2web

I just tested this feature and it is currently broken.

It will be fixed in the next release (comming soon).

You need to be able to execute a command like:

echo "job test finished ( runsp_lapw -ec 0.0001 -NI )." | mail -s 
"w2web-job test finished"   xx at yy.zz
