[Wien] [SPAM?] LOCAL ROTATIONS and *.cf* files

The case.cf* files are hardly necessary for anything now. There is the new
"qtl" program provided by P.Novak, where you can specify in a very convenient
way any coordinate transformation you want.
Update your WIEN2k package.
