[Wien] Electric Displacement Field & Debye Length?

Does anyone have suggestions about how to calculate (for given DFT
parameters) the Electric Displacement Field & Debye Length (i.e. screening
length). I am interested in these for insulators & semiconductors with some
carriers (using an effective Z model for the later).
