[Wien] scissors operator problem!

Dear users:
   I want to calculate the optical properties of one case. When I use the 
scissors operator , the real parts of the dielectric tensor is 1 and the 
imaginary parts is zero, whenever the energy value(energy shift) I choice. 
But if I do not use the scissors operator, the real and the imaginary parts 
of the dielectric tensor is right, I don’t know what the reason is ,Could 
you please give some helpful suggestions? Thank you very much in advance!
